Updates on the situation of the Cambodia-Thailand border

I. **Samdech Techo Hun Sen, President of the Senate of the Kingdom of Cambodia**, on 8 August 2025, posted on his official Facebook page, voiced his concern about photos showing Thai soldiers using slingshots loaded with ball bearings and metal pellets.


Samdech Techo emphasized that – “…The Cambodia–Thailand border conflict has shifted from a war using weapons to one involving slingshot loaded with ball bearings and metal pellets.

At first glance, this may seem like a trivial or even humorous matter. But upon deeper examination, it is a serious issue.


If we do not intervene, it will escalate from slingshots to the use of all kinds of weapons, ultimately destroying the ceasefire agreement painstakingly reached by the Cambodian and Thai leaderships, with active mediation by the Prime Minister of Malaysia and participation from China and the United States.


As for Cambodia, if such actions are taking place, I urge the Royal Government to issue immediate orders to military forces to halt their use.


I also hope the Thai leadership will issue similar orders to their military to cease the use of weapons, as reflected in the attached images.”


II. **The Spokesperson of the Ministry of Foreign Affairs and International Cooperation of Cambodia (MFA-IC)** made the statement regarding the Extraordinary General Border Committee (GBC) meeting, recently held on 7 August 2025, in Kuala Lumpur, which produced a 13-point agreement between Cambodia and Thailand. The outcomes of the meeting drew broad praise from the regional and international community. He emphasized that ASEAN partners and key global stakeholders, including the United States,

China, Japan, and Australia, welcomed the accord as a vital step toward de-escalation and stability along the border. Malaysia is coordinating the Interim Observer Teams (IOT), part of ASEAN’s efforts to monitor the ceasefire. Notably, Indonesia and Singapore voiced support for the agreement and stressed the importance of faithful implementation.


In a similar tone, the international media coverage framed the 13-point deal as a breakthrough and called for credible action from both sides. Observers stressed that faithful and timely implementation will be the key test. The global applause for the Kuala Lumpur agreement comes with an implicit warning that this fragile truce can last and become a durable peace through concrete steps by the two countries.


III. **Spokesperson of the Ministry of National Defence of Cambodia** emphasized that as of 9 August 2025, the frontline situation along the border of Preah Vihear and Oddar Meanchey provinces had been calm. Cambodian forces were on high alert and steadfastly fulfilling their roles. In implementation of good faith and avoidance of any misunderstanding and further escalation, Cambodia absolutely did not support the dissemination of false information, sharing or producing any fake news, as such actions not only do not help ease the tension and reduce negative impacts on public sentiment, but also do not create an environment conducive to further peaceful dialogue, as illustrated in the ceasefire agreements reached at the Extraordinary General Border Committee (GBC) meeting between Cambodia and Thailand, held on 7 August 2025 in Kuala Lumpur, Malaysia.


Cambodia repeatedly urged the Thai side to immediately and unconditionally release the 18 Cambodian military personnel, who were illegally captured by the Thai troops, at 7:50 AM on 29 July 2025, after the Ceasefire agreement came into force. There have been 11 days, 8 hours, and 10 minutes, counting precisely as of 4:00 PM on August 9, 2025.


Regarding the Thai’s illegal captured 18 Cambodian soldiers on 29 July 2025, on 8 August 2025, at the Ministry of National Defence of Cambodia, Lt. Gen. Rath Dararoth, Secretary of State met with Mr. Lloyd Gillett, Regional Armed Forces Delegate of the International Committee of the Red Cross (ICRC). Both sides exchanged views on the situation of the Cambodian soldiers. It was noted that Mr. Lloyd Gillette informed the Cambodian side about ICRC’s humanitarian visit the 18 Cambodian soldiers who were unlawful detained by the Thai military. According to the ICRC, all 18 Cambodian soldiers are currently under housed by the Thai military region 2 are safe and in good health.


Cambodia is strictly committed to working constructively, in good faith and close cooperation with Thailand, Malaysia, other ASEAN member countries, and all relevant partners to ensure the effective and full implementation of the ceasefire and to resolve all disputes peacefully in accordance with international law, the UN Charter, and the ASEAN Charter.
