Statement
Condemning the Armed Forces of the Kingdom of Thailand for Violating the 1954 Hague Convention and Destroying World Heritage.
The Ministry of Culture and Fine Arts of the Kingdom of Cambodia expresses its strongest condemnation of the aggression carried out by the armed forces of the Kingdom of Thailand on July 24, 2025, which caused significant damage to both the surrounding area and the structures of the Preah Vihear Temple, a UNESCO World Heritage Site and a sacred cultural site and historical legacy of the Cambodian people.
The indiscriminate attacks, involving artillery shelling and aerial bombardment, represent grave and unacceptable violations of international law, particularly of the following international instruments for the protection of cultural heritage:
- The 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict
- The 1999 Second Protocol to the 1954 Hague Convention, aimed at strengthening protection and accountability for cultural heritage
- The 1972 UNESCO Convention Concerning the Protection of the World Cultural and Natural Heritage
As a State Party to these conventions, Thailand is legally obligated to respect, protect, and preserve cultural heritage, and to refrain from any military use, attack, or other actions that could endanger the Outstanding Universal Value of heritage sites. Deliberate targeting and destruction of cultural property, as well as violations of international law, may constitute war crimes.
Thailand's aggressive actions not only endanger sites that form part of the shared heritage of humanity, but also reflect a blatant disregard for its international legal obligations.
The destruction of Preah Vihear Temple is both a cultural disaster and a moral tragedy, with far-reaching consequences for global heritage and the national identity of the Cambodian people. The Ministry of Culture and Fine Arts of Cambodia therefore strongly condemns these actions and demands the immediate cessation of all shelling and military activity directed at Preah Vihear Temple and its protected area.
