Statement by the Ministry of National Defense of the Kingdom of Cambodia
On Thailand's Aggression Against the Sovereignty and Territorial Integrity of the Kingdom of Cambodia
In the early morning of 24 July 2025, the Kingdom of Thailand launched a deliberate, unprovoked, and unlawful military attack on the Kingdom of Cambodia. This brazen act of aggression constitutes a grave violation of Cambodia's sovereignty and territorial integrity, in direct breach of the Charter of the United Nations, particularly Article 2(4), which prohibits the threat or use of force against the territorial integrity or political independence of any state. Thailand has deployed massive military forces, including ground troops, heavy artillery, F-16 fighter jets, and cluster munitions. These indiscriminate and disproportionate attacks targeted and destroyed civilian infrastructure, including pagoda, health center, gas station, market, villages, and the world heritage site of Preah Vihear Temple, placing the lives of innocent civilians, especially women, children, and the elderly, in imminent danger, in clear violation of international humanitarian law and the Geneva Conventions.
Rather than taking steps to de-escalate the conflict, Thailand has moved to intensify its military posture. It has placed its provinces of Trat and Chanthaburi, which border the Cambodian provinces of Koh Kong and Pursat, under martial law, and has begun mobilizing troops and military equipment in the area along the Cambodian border province of Banteay Meanchey under its so-called “Chakrabongse Bhuvanath” war-readiness plan. These deliberate military preparations reveal Thailand's intent to expand its aggression and further violate Cambodia's sovereignty. The baseless accusations Thailand has made, including false claims concerning landmines, are clearly manufactured pretexts to justify a broader campaign of aggression. These actions clearly demonstrate Thailand's deliberate and premeditated strategy of invasion, concealed behind baseless claims and marked by a blatant disregard for its obligations under international law.
The Ministry of National Defense of the Kingdom of Cambodia calls upon the international community, including the United Nations Security Council, ASEAN, and all responsible international actors, to condemn Thailand's aggression in the strongest terms. We urge the international community to take immediate steps to prevent the further expansion of Thai military operations, ensure full respect for Cambodia's territorial integrity, and demand accountability for Thailand's violations of the UN Charter, the Geneva Conventions, and the Treaty of Amity and Cooperation in Southeast Asia. Cambodia remains unwavering in its commitment to resolving disputes by peaceful means in accordance with international law. At the same time, Cambodia reserves its inherent right of self-defense under Article 51 of the United Nations Charter and will resolutely defend its people, its sovereignty, and its territory against any act of foreign aggression.
